NLA, VAG commit to address illegal lotto operations

The National Lottery Authority (NLA) on Friday finalised agreements with the Veterans Administration Ghana (VAG) to stem illegal lotto operations.

The two institutions, led by Mr Kofi Osei-Ameyaw and Captain Ben Edward Dua (Retired), had a joint management meeting and agreed on the final terms and conditions, modalities and roadmap towards the official launch and operations of the VAG and the handing over of its mandate to the NLA later this July.

A statement signed by the Public Relations Unit of the NLA in Accra said the NLA and VAG over the past years were in conflict over jurisdictional areas of operations for lottery.

It said both Act 722 and Act 844, which mandated the two institutions to operate lottery over the last years, saw the two in court several times fighting over the exclusive rights of who was to regulate lottery in the country.

The statement said Act 844, which empowered VAG to engage in raffles or lottery to the realisation of economic and financial empowerment to its members, was illegally abused by lotto operators and agents provided with its licences.

It, however, noted that it was refreshing, strategic, rewarding and innovative when the NLA signed an agreement with the VAG to officially take over its regulatory mandate.

The statement said the NLA, having taken over VAG, attracted some benefits to the Veterans, including an initial payment of GHȼ120,000 by NLA to VAG, an additional payment of GHȼ100,000 as part of NLA’s corporate social responsibility to the Veterans and a monthly cash payment of GHȼ120,000 for the upkeep of Veterans.

It said Rtd. Capt. Dua, Executive Secretary of VAG, expressed gratitude to the board and management of NLA for coming to the rescue of Veterans.

The statement said the handing over of VAG to the NLA ended the operations and activities of illegal lotto operators, agents and writers.

It said the NLA, under Act 722 and Act 844, would take all the necessary steps and initiatives to arrest and prosecute unlicensed lotto operators, agents and writers, and also clampdown on those who breached the terms and conditions of NLA-VAG licence.
