Private legal practitioner and politician, Alexander Afenyo Markin has said the president has no direct powers to fire the embattled Director General of the Ghana Maritime Authority, Kwame Owusu.
According to him, the Public Financial Management Act spells out how a Chief Executive Officer or a Director of a state institution can be removed and that does not include an option for the president to directly fire the person.
Speaking on Accra based Joy Fm’s flagship weekend tall show, Newsfile, Mr. Afenyo Markin who is also the New Patriotic Party Member of Parliament for Efutu Constituency in the Central Region said “What is the position of the law, the position of the law is that if you are a director of a public corporation, the means of your removal should be in accord with the provisions of the civil service act. Those provisions that are applied in the removal of a Director in the civil service. So I am just letting you know the position on the removal” he said.
According to him, the involvement of the Minister of transport who has promised an investigation into the matter is commendable and should quell any misgivings about government wanting to cover up for their own.
He added that the board of the Authority has also indicated its resolve to delve into the matter, adding that there is every indication on the part of government to ensure that the allegations and counter allegations are investigated, assuring that no culprit will be shielded at the end of the day.
