Dear FIFA Laws of the Game Committee,
Proposal to Amend Law 14 – Penalty Kick Rebound Rule
I am a football-loving person writing with a humble suggestion regarding penalties.
During a match, when a penalty is awarded, the goalkeeper faces the kicker alone. Goalkeepers stretch to their elastic limits to save these kicks, which fans love to see and appreciate. However, it is currently allowed for other players to follow up and score after a save. I feel this is unacceptable.
I therefore recommend that no player should be allowed to follow up after the keeper has saved a penalty, similar to the rule for penalty shootouts after a goalless draw to determine a winner. If the penalty is saved, play should stop and restart with a goal kick.
This change would ensure goalkeepers receive full credit for their effort and make the game fairer and more enjoyable.
Thank you for considering this proposal.
Sincerely,
