Allocation of 180m to Special Prosecutor’s office, Tony Aidoo afraid the full amount may not be disbursed

Opposition National Democratic Congress (NDC) strongman Dr. Tony Aidoo has expressed reservations about the ability of government to disburse the entire sum of 180 million Ghana cedis to the office of the special prosecutor as announced in the 2019 budget and government economic policy statement.

He said in as much the amount is substantial to be able to aid the work of the special prosecutor, there was no guarantee that the entire amount will be disbursed given the fact there are sometimes shortfalls in budgetary allocations.

‘’180 million is quite substantial but that is dependent on upon the objectives to which the 180 million is to be expended. Is it for the infrastructural needs of the office, the personnel needs of the office, the ICT infrastructure needs of the office? Then again, what is the guarantee that the whole sum is going to be disbursed within the budget year because taking into account the practice of governments and the ministry of finance, you always find that estimates are rarely met at the end of the year and perhaps about only 30 to 40 percent of the estimated revenue has been disbursed’’ he said on an Accra based television station and monitored by BestNewsGH.com

He is hopeful that the independence of the office of the special prosecutor will be upheld, without due interference, particularly from the Attorney General.

‘’From my own personal point of view, I would have thought that the best approach to create an independent prosecutor was to de-couple the office of the Attorney General from the Ministry of Justice and have a state prosecutor who is independent in the real sense of the word’’ he said.
